Twitter is testing a new feature that allows users to add background images and videos to their Twitter ‘Fleets’ – a new feature introduced November of last year that allows users to post tweets that disappear after 24 hours: unlike normal tweets, viewers cannot like, retweet, or comment on other user’s Fleets.
Twitter user Jane Manchun Wong shared a short video showing how photos and videos can be added to ‘Fleets’:

Twitter designer @shuangsta also confirmed that the Fleets team is working on this custom background feature. At the moment, Twitter users are only allowed to add the default colored background.
As @wongmjane shared, the Fleets team is working on the ability to add a video or image when sharing a Tweet, captured directly through Twitter or from your media gallery. Here's a little about what we're doing and why! https://t.co/tzFKX97eYC

So far, Twitter has made no official announcement as to when they will launch this beta-tested feature.
